Long-Range Facilities Plan
The Long-Range Facilities Plan (LRFP) is a comprehensive, five-year plan that outlines a school district's facilities needs and how it will address them, ensuring safe, healthy, and educationally adequate school facilities. The redistricting of the elementary schools was one of the key components approved in the LRFPs, which yielded the Elementary School and Middle School Cohorts.

Our Middle School Model creates a dedicated cohort for grades 6-8, providing a supportive environment where expert teachers help students thrive academically and socially. This model is designed to better prepare students for the transition to high school by offering specialized schedules and early exposure to various academic pathways. By fostering a community of learners, we ensure our students can make informed decisions about their future while striving for excellence in a cooperative setting.
What is the Middle School Model?
- Creates a cohort of students for grades 6th through 8th
- Setting is ideal for young adolescents to help them strive academically and socially
- Teachers are experts in their content area
- Develops a community of learners where teachers get to know these learners in a cooperative way from grades 6-8
- Students experience a schedule like that of high school students
- Better prepares students for high school to make informed decisions of the high school to apply for based on their exposure to the pathways

Redistricting of Elementary Schools Timeline
Areas completed include School No. 15 (Grades K-5), Roberto Clemente School (Grades PreK3-5), and the New Roberto Clemente Middle School (Grades 6-8).
Resolution D-3 was approved at the Board of Education Regular Meeting on Aug 19, 2015, authorizing the submission of a major amendment to the Long-Range Facilities Plan for the 2015-2020 school years. State District Superintendent Dr. Donnie W. Evans presented the plan that included renovations, alterations, and new school buildings.
NJDOE approved the major amendment to the LRFP submitted by Paterson Public Schools on May 2, 2016.
Resolution #54 awarding DMR Architects the professional services to produce a redistricting plan was approved at the Paterson Board of Education meeting on June 17, 2020. DMR Architects was tasked with completing a demographic analysis and redistricting plan for the students in the neighborhood attendance zone of the new middle school.
Resolution #2 for additional professional services by DMR Architects to complete and submit a major amendment to the district’s LRFP was approved at the Paterson Board of Education meeting on November 12, 2020.
Chief Officer of Facilities and Custodial Services Neil Mapp and DMR Architects presented redistricting recommendations at the Board of Education Regular Meeting on Dec. 16, 2020. The recommendations were intended to dictate the five-year LRFP.
Resolution #20 which requested to authorize submission of the district’s major amendment to the LRFP, prepared in conjunction with DMR Architects, to be submitted to the NJDOE for the 2021-2026 school years. was approved at Board of Education Special Meeting on July 21, 2021. New Jersey Department of Education requires school districts to amend their Long-Range Facility Plan at least once every five years. View agenda for the July 21, 2021 Special Meeting.
NJDOE approved the major amendment to the Long Range-Facilities Plan submitted by Paterson Public Schools on August 25, 2021. The amendment featured an updated Long-Range Facilities Plan that created middle school zones with sending elementary schools.
Resolution #4, which requested to authorize the extension of professional services with DMR Architects for the update to the LRFP, was approved at the Paterson Board of Education Workshop Meeting on February 9, 2022. This work included creating a template for developing school attendance zones, establishing feeder patterns for K-5 schools to each of the middle schools, and adjusting elementary attendance zones. Long-Range Facilities Plan redistricting recommendations were featured in the 5 Year Strategic Plan Update (Goal Area #2: Facilities) presented at the Board of Education on April 6, 2022. Two key recommendations included developing a new middle school model with new attendance zones and feeder schools and using the capacity of the middle school to realign grade levels in adjoining attendance zones.
Presented by Chief Officer of Facilities and Custodial Services Neil Mapp, the presentation included the findings and analysis of DMR Architects.
