Purchasing Department
Overview
The primary focus of the Purchasing Department is to obtain the right product, at the right price, at the right time and to meet the needs of the students, faculty, and the administrative staff of Paterson Public Schools.
The Purchasing Department’s vision is to be a leader among governmental public procurement specialists within the City of Paterson as well as the State of New Jersey. The District’s Purchasing Department is a service unit established to support the educational and administrative objectives of the District. It is staffed by procurement professionals who have the requisite knowledge, skills and training to assist District personnel in the purchase of required goods and services. This expertise insures that procurement decisions will be made in the best interest of the District and in compliance with New Jersey state statutes and District policies.
Ethics for Procurement Personnel:
- Uphold constitution, laws and regulations
- Never discriminate unfairly by granting special favors or privileges to anyone
- Make no promises binding the duties of the Purchasing Department
- Never restrain free and open competition
- Do NOT accept gratuities from vendors

Submission of Bids
All potential bidders are to send their responses through the US Postal Service or other recognized delivery service that provides certification of delivery to the sender. Please do not attempt to hand deliver bids!
Opening of Bids—Online Live Streaming
The board of education is aware of N.J.S.A. 18A:18A-21 which states the following:
"At such time and place, the purchasing agent of the board of education shall publicly receive the bids and thereupon immediately proceed to unseal them and publicly announce the contents, which announcement shall be made in the presence of any parties bidding or their agents who are then and there present."
Given the ongoing emergency declarations related to COVID-19 and to ensure “social distancing” amongst all parties, the District is eliminating the group gathering for the bid opening. Instead, the bid opening will be streamed live using Zoom. All potential bidders have to visit the board of education website and click on the link below pertaining to the Opening of Bids via Zoom Online Live Streaming.
